A neuron will try to produce enough links to settle all active conditions.
Keep tabs on link correctness. If a subset of links drop below a threshhold the neuron should be divided into two.
If C ussualy comes after A->B then A->B should probably precondition C. Then if C does not fire it will cause an Irony-Response which can create a new exception.
